✅ [IMPLEMENTED] Display Exact Discount Expiry Date and Time on Printed Violations

Currently, discounted violation rates only display the expiry date on printed violation tickets. While the system correctly calculates the discount based on the exact violation date and time, this time component is not visible on printed tickets.

This creates confusion when a violation is issued mid-day. For example, if a ticket is issued on September 5 at 14:44:04, the discount expires on September 12 at 14:44:04, but the violation only shows “Discount: Pay $X.XX before Sep 12, 2025”. Users may reasonably assume the discount is valid until the end of that day, which is not the case.

Admins can clearly see the correct timing, but this clarity is not reflected on the printed violation itself.

Example of Requested Improvement
Instead of:

Discount: Pay $X.XX before Sep 12, 2025

Show:

Discount: Pay $X.XX before 09/12/2025, 2:44 PM

Additional Notes

  • Printed tickets already use “before” language, which offers partial clarity, but is still not technically precise.
